My iPhone 6 was stolen a few weeks ago. Find my iPhone located it today in another country. It's no longer listed on My Devices, but iCloud says I'm still running it. What should I do? I may have erased it but can't remember. I know I activated the 'Lost' tracking option when it was stolen. If I can't examine it any further in Find My iPhone my question is How do I report the stolen device to Apple?
Reporting it to Apple is of no consequence. Apple do not get involved over lost phones or any other Apple product. Only the police are equipped to help (if they want to help). If you are looking for recovery of its value, check out your domestic insurance policy.
You should cancel any password etc via Apple support.

You should contact the police, and give them the location shown by Find My iPhone. Also contact your carrier to cancel your phone service on that device.
If you ave insurance contact them for value coverage.
