wifi will not connect on iphone 4

I can see all the networks, passwords are good, i get told "unable to connect to network" Every network i have tried have said the same thing.

I have done all resets, backed up and restored on iTunes and not luck. Apple sent me a link to open to do a diagnostic. I cant do that without without wifi.

Any ideas ?
