Unable to download from App Store in one device but works fine on another

I unable to download (purchase) new apps or update existing ones from one iphone, but it works fine from another under the same account.

I have tried everything suggested on other post, reseting, reinstalling, checking payment information.

Phone that does not work is a 5c. I have also upgraded to 8.4.1 and no luck

Any suggestions appreciated.
