I can't delete my app nor functioning , not sure what to do ?

I had an update available on one of my apps, tried to catch the update since then my app got stocked am not able to do anything as has no x to be deleted nor functioning at all

iPhone 4, iOS 7.1.2

Try this and see if it will download. Hold down in the sleep and home buttons at the same time for about 10-20 seconds until the Apple logo appears on the screen.
