I need to reset my apple id but when IO go to iforgot it says userid doesnt exist

I have locked out my applied account as I couldn't remember my password, I tries resetting it but it said the apple id didn't exist.

I then tried wiping the ipad which was successful apart from the fact I need the apple id to unlock it as it had the find my phone app on it.

Does anyone know how I can get my apple id re-activated and change the password?
