I've forgotten my passcode and my iPad Air has been disabled. I have no wifi access (due to iPad being disabled I guess, as I have wifi on other devices). Can anybody tell me how I can restore my iPad? I cannot connect to iTunes as PC is faulty. Thanks.

Does a friend have a computer that you could use, or is there an Apple store nearby ?
I've tried restoring my iPad Air twice through iCloud backup, but it's still struggling to download media files and documents after 24 hours. I can't use iTunes to backup as this s a replacement device for a damaged iPad that couldn't be powered up to create a backup on my computer.
