get data from incomplete icloud backup

my iphone 6 backed up then a few days later it started backing up again but was incomplete for lack of storage space. My phone got water damaged and the motherboard is fried. When i try to set up my new phone its only showing restore options from the 4s i had been using but none from the iphone 6. Is there any way to retrieve the data from the incomplete backup? i can see it on my icloud and in my storage. also is there any way to get an old iphone 6 backup?
