Is programming for PPC Tiger easier than Programming for Intel Yosemite?

I really want to see about giving software programming/development a try, particularly for Macs. I have a PowerMac G4 (MDD model, 1.25GHz, 2GB RAM) as well as an intel iMac with Yosemite. I was wondering which is easier to program for as far as languages as well as the fact that Tiger by now is all figured out while Yosemite is still kinda new.

Of course I can see both having its perks. With Tiger (or Leopard, but Tiger is more stable on my PowerMac), you have the bonus that everything is already known about Tiger. However, with Yosemite I'm wondering if it may be easier since by now they might've advanced the programming process...

Also keep in mind I am a COMPLETE beginner and have really no experience yet.. So I'm basically asking whether Yosemite or Tiger is a good place to start...

PowerMac G4 and mid-2007 iMac-OTHER, Other OS, Yosemite or Tiger?
