For OS X, iTunes > Preferences and check the box next to iCloud Music Library. Make sure you are logged into the same Apple ID for both iTunes (OS X) and iDevice iTunes and App Store and it should sync. It will take a while though if there are a lot of songs to sync.
This will show the same songs on both devices but does not download them from the cloud. You have to download on each Mac and iOS Device. To download on iOS, select the three dots next to a song and select make available offline in the menu that pops up. You can do this for whole playlists or albums by selecting the three dots at the top of the list. However, this currently does not always work. Music sometimes will not download this way currently.
To download in OS X iTunes select My Music after your iCloud Music Library has synced, choose Songs in the top right corner of iTunes. Right click on the header information and make sure there is a check box next to iCloud Download and iCloud Status. Then you can use iCloud Download (the column with Cloud icon) to download songs from Apple Music. A cloud means the song is in My Music, but in the Cloud only. Click the cloud and the song will download.
