Power output at battery solder terminals

I need help my iPod Touch 5th Gen has started an issue where when plugged in it will show the battery icon with red at the left side, but will do nothing else

ie: power on, charge sync ect. If you put it into DFU mode the pc will recognize it but unable to restore because iPod wont respond during restore. If unplugged it is just dead.

I was wondering if anyone knew the specs of the power output at the sold points (+ & -) is with the charger plugged in. So I might check to see if it's the

firewire port/ribbon cable or if it's just a shot dead battery.
