Q: iphone 4s ios 8.4.1 does not recognize the wifi

It sounds like you are unable to use several communication features on your iPhones.  I believe the best option would be to restore your device as a new device and test to see if you are able to use these features again.  

Use iTunes to restore your iPhone, iPad, or iPod to factory settings
