If i get a new sim card for a used iphone 5 will it still work?

I recently purchased a used iPhone 5 from someone, that person did a factory reset on the phone and now o can't get pass the factory reset unless I put in the previous users account information which I don't have. If I purchase a new Sim card for the phone will I still need to previous users account information ro get pass the phone?

No. That iPhone is Activation Locked and the only way to get around that is either with the AppleID and password of the previous owner who locked it or for the owner to unlock. Without either of those solution you just bought yourself a brick shaped like and iPhone. The only think it will do for you is act as a paperweight.
