Lately I've noticed my Messages App on my Macbook Pro hasn't been able to send any messages to people at all. Eventually I've got it so it'll message those with an Apple phone, but still cannot send those who don't own an Apple phone. Its frustrating when it was just working not too long ago and I didn't do anything different since then and now I'm having this problem.
I have the latest Update and software.
disable Handoff on both devices, log out from iCloud on both devices, restart them, log in back in to iCloud and activate Handoff
Also, check the iPhone for the text forwarding. Settings > Messages > Text Message Forwarding and make sure your Mac is on (green). This gets reset to off sometimes when troubleshooting.
