how to check for proper power outlet conditions to connect the mac power adapter

when i connect the mag safe T shape connector mid 2013 macbook air to the power outlet, the mag safe connector is getting very hot. Mac is getting warm. i would like to know where the problem is. how to check for issues in electric connections, should i use some multimeter and check for the power source, or should i check for earthing issues . because this was not the case when i was initially using the mac.
