Q: Can not change user password in workgroup manager

I have server 3.3.2 and this is the message I get when I try to change a users password in workgroup manager.  I am authenticated using diradmin and have imported users and passwords.  I have also enabled all users with access to all services.  Also the users can not log in to the client computers.
