I recently read an article that said for the first time Apple has decided to upgrade the magic mouse. How will this be done or has it been done yet?

Which article and where. I can't see what they could do.
Other than releasing a new Magic Mouse, with whatever improvements they have planned, I don't see what could be done to existing Magic mice.
i.e if you mean this for instance
Clearly that requires a completely new Magic Mouse. not something you can do to your existing mouse.
