photos in icloud

While for a long time using icloud I had all my photos taken from my iphone device available on my laptop that is running windows 8.1, now and this is happening for several months my photos are not visible on my laptop. This is happening while I can see my photos from icloud at my iphone or my ipad. I have tried several times to install and uninstall photos from icloud with no success. Any suggestions?
