Server can't connect to it's own Time Machine share

Testbed system - Mini + Laptop want them both to connect to the TM service so that I can manage/track backups on the server (10.10.5/4.1.5)

Storage is connected externally

Main laptop will back up just fine to the TM server.

Server itself, doesn't see the TM share

Is this by design, or can it be fixed?

Mac mini, OS X Yosemite (10.10.3), 2009

You need to lay out EXACTLY how each computer is connected, both to each other and to the Time Machine drive.

Laptop - connects over the network.

Mini - file server sharing an external drive connected via USB.

TM is setup to a subfolder on the main storage drive

Storage > Backups > *TM Data here*
