From your post I understand that you have received a replacement iPhone and it is not being activated through your carrier. In order to troubleshoot this issue I suggest that you go through the steps in the link below.

Mar 18, 2016 5:40 PM in response to patialaguyby Lawrence Finch,Sometimes the person handling the replacement forgets to match the SIM lock settings of the replacement phone to the old phone. You need to call Apple Care, explain the problem to them, and they can fix it.
