Restart your internet modem and your Wi-Fi router if you use one, restart your Mac then try Safari.
I was experiencing web pages loading slow or not at all. Found something about DNS PreFetch. I disabled this option and pages load faster. There are some pages that are still slow but this could be caused by several things, their slow internet speed, number of users on their system and system performance.
To stop the DNS Prefetch I entered the following command at the Terminal Prompt:
> write com.apple.safari WebKitDNSPrefetchingEnabled -boolean false
click on Enter/Return

In my readings DNS PreFetch is suppose to let pages load faster but in some cases it caused the opposite effect, slow web page loads or not at all.
I think Apple needs to fix this "issue" because it seemed to start a few OS versions back. Just seems to have gotten worse as upgrades come out.
Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
