I bought a used ipad and I have no longer contact with the previous owner, and I want to activate my ipad and it needs apple id of previous owner but I don't have it, what can I do?

Nothing except ask for a refund. Without the previous owners password, it is of no use to you. You have hit Activation Lock. A security feature to defeat thieves. Even Apple will not open it for you.

Take it into an Apple Store along with ID and proof of purchase and they should be able to help you out
