How can I change country with no payment information?

I recently moved and would like to change store due to some apps in the new country aren't available in the U.S Store. As of how already a ton of questions asked how can I change country but this time WITHOUT entering payment information? I do not have any means of credit cards aside from the one which can be used locally.
