There is a photo in “flagged” that I would like to move. When I got a new standard album in the sidebar
it had a gear icon on it and will not accept a photo dragged from flagged.

That's not a standard Album, the gear icon means it's a Smart Album. Basically, a smart album is a search for Photos that meet certain criteria. If the photo doesn't meet the criteria it won't be in the Album, and that's why you can't drag and drop to it.
Try making a New Album rather than a Smart Album.
