iPad Air 2 purchased films won't download to ipad

i purchased 4 films and 4 TV programs, these won't download? They say downloading on my purchases, they show up in my movies and all have a cloud on them

i I want the hard copies on my iPad so as I can watch them when I travel??? I have an iPad Air 2
