Out of storage?! HELP!

So I kept getting the out of storage notification, so I go to my settings to see whats taking up space, and I see I'm completely out of storage, but when I add up the storage that each individual app takes up, I learn that in reality, it's only taking up about 1.2 gigabytes, this is getting ridiculous and I've checked for ghost photos, but none showed up, help!
