Hi I bought the iphone 6 but must be activated by using icloud account but I do not know the former user's mail to be deleted from their devices turned off and find my iphone How do I find contact former users?

The phone you have is locked by the Activation Lock, and only someone who knows the iCloud ID and password that put the lock on can take it off.
There is no mechanism for finding the previous owners through Apple. You can try asking Siri "Who Owns this Device" and it may show you their contact info, but if you are at the Activation Lock screen, then you won't be able to do that.
Your best bet is to return the phone for a refund. It won't be usable to you with an Activation Lock on it.
