The lap top(MacBook Pro has been sitting for a while about 3 weeks while I was away on vacation. I plugged it in to start it up in order to use it and it would not not turn.
Did it give you a startup chime?
No it didn't give me a start up chime.

The startup chime is used to indicate the status of the Power On Self Test.
If you don't get a power on chime that indicates failure of POST which usually means a hardware failure.
Take it to Apple and ask them to check it out for you.
Does the power adapter change to orange, indicating it is trying to charge?
does your battery have a charge display indicator? How many bars out of how many is it charged?
It remains on green. The battery does not have an indicator.
