Help me reset an iphone

I have an iphone that was in lost and found for over 90 days. After that point, my company discards of lost and found. Anyway, I wanted to activate it under my plan, but it will not let me reset it with my icloud and I have no idea who the owner was, Is there a way to reset it, without going to the apple store and wasting a whole day for an appointment?

No, it is tied to the owner's Apple ID. There is no way for you to circumvent the activation lock. For all purposes it is useless to you. You could have tried to ask Siri who owns this device but now that you tried to get a phone for free by erasing its content, it is just garbage.
