how to get apps to close after using them

after using apps on my iPhone 5S, or playing games why do the apps stay open in the background? what are the settings to get the apps to close until they are opened again

They aren't open, they are actually suspended. There is no reason to close them.

Double click the home button, swipe the material that sits above each app up and off the top of the screen. That will close each app.

There is no such option unless a particular app has something like that. I know of no apps that have such a feature. To close, double click Home key and select the app you want to close by swiping to the top of the screen.
