You'll have contact iTunes Store support to have them zero out the balance so you can change the regional iTunes store. https://getsupport.apple.com/Issues.action If your card was still active you could just buy a $1 app and be done with it. This will take longer but they can zero out your account. Look to schedule a call back or chat if you are in a hurry before you depart.
