Hard drive wiped, no keyboard connect...

A friend of mine bought a used iMac off someone, took it home, and found out that the hard drive had been wiped but not restored to any OS version. He wants to install OS X, but can't without an internet connection, which he needs a password for, which he needs a keyboard for, but the Bluetooth keyboard is not connecting. Is there a way to access the screen keyboard without the OS installed?
