I Want to take my ipad2 to Europe what do I need to do about being able to use it there

To use wifi, do nothing. wifi is wifi the world over. To use cellular, check out ahead of time which local carriers you could get a SIM with to get the best local rates. You may be able to use your current cellular data provider, but would pay international roaming rates.
If you enable airplane mode, then selectively re-enable just wifi, you can then stick solely to free wifi and avoid all cellular charges.
