Verification Error when trying to restore to factory settings

I am trying to restore my iPhone 5S to factory settings. When trying to do that it gives me an error telling me to turn off "Find my iPhone". I've gone to icloud and deleted the device from my "find my iPhone" inventory. I now receive an error saying "Verification Error cannot connect to iCloud" and "Find my iPhone" is still on..

HELP!
