Music issue

Why is it that my phone has deleted all songs that I didn't buy from apple? And why is it that I can only play the songs that are left when I have Wifi? Surely songs I have PAID FOR should now be mine and I shouldn't have to use data to listen to my own music. Lastly, why the **** has this not been fixed as I know I'm not the only one with this problem
