Can you restore a Time Machine backup of Yosemite to Mavericks?

I've got a user who upgraded to Yosemite without first backing up. Now she cannot record to Quicktime from her external camera, due to problems with the new Quicktime, which is integrated into Yosemite, and can't be rolled back.

We want to roll her system back to Mavericks (last known working config). Can I make a Time Machine backup of Yosemite, install Mavericks from a disk, and then restore data and apps from the Yosemite Time Machine backup?
