How to lock in the top menu that shows time, File, Edit etc while in Fullscreen?

The top menu that shows the time, File, Edit, View etc disappears when I go to fullscreen-it didn't used to and its really driving me crazy. How do I lock the top menu? And I know about Control Command F. I want to be able to use safari in Fullscreen while still showing the time etc. Thanks for your advice.

The only thing that I know works is manually adjusting the size of your browser so that it fills the entire screen while leaving the menu bar at the top. Hover the cursor in the corners and along the sides and bottom to adjust until the whole screen is filled up.

Try holding down the option/alt key while clicking the green button at the top left.
