I was trying to save a photos library from an external hard drive to my computer so I dragged it into my photos library on my computer and my original photos library disappeared along with all the photos that were in it on my computer. I can't find my original pictures anywhere.

Did you get any warning messages when you dragged it "into the photos library?" and what do you mean by "into" it? In to the Window? Into something else?
I didn't get any warning sign. I dragged the photos library from my external hard drive into finder>macintosh HD> Users>the home icon>pictures> then to photos library
So you overwrote the exisiting one with the one you dragged?
I guess so, is there anyway to get those photos back or are they gone for good?
Sure - restore your backup from just before you made this error
