I know his phone is old but he likes it and wants to update from IOS 6.1.3 to IOS 7.1.2. That is the most recent update he can do. Is there anything we should be aware of that you didn't like with the update, those of you who can remember back that far before iOS 8! He has backed it up on his computer. Thanks for the help!

I would recommend always updating as soon as an update is available. After all, updates add features and/or security, and fix previous anomalies.
Having not done that, now is the time to update to the latest version your iPhone 4 can handle. Go for it!
It is not possible on the iPhone 4.
The iPhone 4S is the first that can be upgraded above iOS 7.1.2

The question refers to upgrading up to iOS 7.1.2, not beyond it.
So? They just want to update to iOS 7.1.2. on the iPhone 4.
With that said, I'd like to point out that iOS 7 featured major changes to the interface, so it will be quite different to iOS 6.
Other than that, sure, go ahead.
The backup won't really help him go back, you can't install iOS 6 after updating to iOS 7 on a device. It will allow him to reset to 'factory' & restore from the backup but that will still be iOS 7.1.2.
You will probably find some complaints if you search for iOS 7 & iPhone 4, depending on how he uses the device it may alter his decision to update. Also check that the apps he want to use are available for iOS 7, some require iOS 8 or newer device.
