how do I listen to purchased music without using wifi or 3g

I recently upgraded to IOS 8.4 and now I can't play my purchased music without using wifi or 3G. What is the solution? I bought the music already and am not paying for 3G and for the music.

iPhone 4S, iOS 8.4.1

Try saving your music "Offline" so that it is downloaded to your device. Instructions are from: Add music from the Apple Music catalog to your library - Apple Support

On your iPhone, iPad, or iPod touch:

In the Music app, find the item that you want to save.
Tap the More Options icon to the right of the song, album, or playlist name.
Tap Make Available Offline.

Songs and albums appear under My Music > Library. Playlists appear under My Music > Playlists.
