"Keyframes set to 29.97 ALL"??

I'm making a short video for work, and the specs i need to fill call for "Keyframes set to 29.97 ALL" what does that mean exactly? I googled it and I think it has something to do with audio? I've made a lot of videos for youtube before, but this is being sent off to our local cable network so a lot of this is very new to me.
