Copying images on to computer from iPhone for hard copy

I am trying to copy images from my iPhone directly to a folder on my computer. When I open up the iphone on my PC and go to internal storage > DCIM folder > the only photos that are showing are the latest ones. Even though I have 1000 pictures on my phone, only the last 13 are showing as available to transfer to a folder on my computer. Is it due to everything else being on the icloud and what is left on my phone is digitally optimized and therefore not available to transfer to my computer? How do I transfer more than just the latest few pictures to a folder on my computer? Do I have to change my phone settings to get the full resolution pics back on my phone to then transfer to my computer for a true hard copy?
