can a iphone 5s be unlocked if i dont have the apple id it was setup with

I was given an IPhone 5s an it is locked I do not have or know the Apple ID info that it was setup with and I have no clue where the previous owners moved to! Is there anyway to unlock it without it?

iPhone 5s, iOS 7
