i have factory restored my secondhand ipad and it wont let me activate it as it is locked via find my phone.

I have contacted the previous owner and they have forgotten the login details what should i do next.

i have a receipt from ebay to prove that is not stolen and the name of the sender matches the email address that it is linked to.

Get your $$$ back from the seller.

Then purchase a new iPad so you can activate it using your Apple iD.

That iPad is forever locked into the previous owner's Apple iD.

Only the original owner can unlock the device. The receipt from ebay is useless. If the seller cannot remember, then they need to recover their Apple ID and password. Otherwise, do as Carolyn said, get your money back. The device is useless to you unless the seller unlocks it. Apple will not help.
