Why isn't my Apple ID supported by Apple's Global Certification's Exchange?

I am using the ATLAS Apple Care Technician Training and when I go to register for a Tech ID, it says "Access for your type of Apple ID is not supported"

Is There another way to get a Tech ID or is there a way to get around this problem?

MacBook Pro (13-inch Mid 2009), OS X Yosemite (10.10.5), Using ATLAS and GCX
