not receiving email to reset passwork despite receiving itunes promotions

I have recently changed my email address on apple and have been receiving the itunes promotion stuff, however my password when I want to buy a song says it is incorrect I have tried resetting the password but the email does not come through to the old email address or the new one. It seem odd that I get the promotion stuff for itunes but not the reset email. I have spoken to apple support and they have been through the security questions and I seem to only get one right despite answering them with what I know is the right answer. Apple support have told me there is nothing they can do. Can I cancel the apple account and start it up again with the same email, as I don't want to have several different emails on the go, or is there something else I can do
