ICloud Storage issue...

As you can see, the drive is almost full. But there are almost nothing.. I disabled the backup option from my phone and erased all the backups but the 'documents' stays the same.

I wish Apple provide some override functionality that initializes the ICloud.. Is there any ways to do this?
