Downloading Photos from icloud to PC

My icloud storage is nearly full so I decided to download them all to my laptop them delete them all from icloud to free up room but I can't figure out how. I know that through icloud.com I can upload them one by one, but that's not very useful when I have over 900 photos. I also have icloud for PC which has saved a few photos onto my laptop before but I can't figure out how to update it?
