How do you unlock the carrier to activate that phone

Ask the carrier that iPhone is locked to if they'll unlock it. Nobody else can, and not all carriers will.

Makes no difference. Only the carrier can unlock the phone. Contact the carrier.

See above. If an iPhone is locked to a carrier's network, you won't be able to use a different carrier's SIM in it.
