iPhone stopped uploading files to cloud.

My 5s stopped uploading photos to the cloud after the update to iOS 8.4.1 in late June. It indicates to connect to wifi, to which I am always connected, so that's frustrating.

I have tried disconnecting wifi and forgetting my networks to see if that will kick start it, but it seems to be hung up on the upload/download.

It reads "251 items to upload - 81 items to download" It looks like it tries to begin it, and then it starts all over again.

Any suggestions ions out there?
