I copied all photos and videos to my PC, and then deleted them from the phone & deleted them from the recently deleted folder on the phone.
This did get me back about 2 GB, but still when I go to usage / photos / my photo library is still saying 5.9 GB.
How can that be if all photos & videos have been deleted? Am I missing something?

If you do not have iCloud P. L. enabled then you likely have a corrupted / bloated Photos App and would have to do a Restore to correct.

While this process may seem daunting, it is rather straight forward as iTunes will guide you along the way. You will have to disable Find my iPhone first. Don't forget to set it back to On when you are through.
